The Union Cabinet chaired by Prime Minister, Shri Narendra Modi, today gave its approval for the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) with an outlay of Rs. 1500 crore.
This will be the flagship scheme for skill training of youth to be implemented by the new Ministry of Skill Development and Entrepreneurship through the National Skill Development Corporation (NSDC). The scheme will cover 24 lakh persons. Skill training would be done based on the National Skill Qualification Framework (NSQF) and industry led standards. Under the scheme, a monetary reward is given to trainees on assessment and certification by third party assessment bodies. The average monetary reward would be around Rs. 8000 per trainee.
Out of the total outlay of Rs.1120 crore to be spent on skill training of 14 lakh youth, special emphasis has been given to recognition of prior learning for which an amount of Rs. 220 crore has been provided. Awareness building and mobilization efforts would be focused for attention, for which Rs. 67 crore has been provided. Mobilization would be done through skill melas organized at the local level with participation of the State Governments, Municipal Bodies, Pachayati Rai Institutions and community based organizations. The focus under the scheme is also on mentorship support and placement facilitation for which an outlay of Rs. 67 crore has been provided. An allocation of Rs. 150 crores has been made for training of youth from the North-East region.

Aegis has trained over 3000 candidates in 2014 for Govt of MP, Ericsson, Vodafone, Serco, FirstSourse, Bharti Vidyapeth University, DyPatil University etc on various telecom Skills.

National Skill Development Corporation (NSDC):

The NSDC is a unique Public-Private Partnership (PPP) Enterprise which has been mandated to skill 150 million people by the year 2022. NSDC has been incorporated as a not-for-profit organization under Section 25 of the Companies Act, 1956 by the Ministry of Finance and was launched by the then Finance Minister, Shri Pranab Mukherjee of Govt. of India. It has been formed as 51:49 shareholding of private and government. Besides Ministry of Finance, all prominent industry bodies have contributed to the initial capital of this venture to address the need for training and skill development. NSDC is focusing on 20 high priority sectors and the unorganized sector. http://www.nscsindia.org

National Occupational Standards (NOS) are:

On the lines of developed world India is going forward with the National Occupational Standards (NOS) which specifies the standards of performance an individual must achieve when carrying out a function in the workplace, together with the knowledge and understanding he/she needs to meet that standard consistently. Essentially NOS are benchmarks of good practice.

Telecom Sector Skill Council (TSSC):

The Telecom Sector Skill Council is committed to develop world class skilled manpower for the Telecom industry. Telecom Sector Skill Council, a non-profit industry driven body set up under the aegis of the NSDC would strive to:

  • Create a viable ecosystem by implementing an "integrated approach" by prioritizing initiatives that can have a catalytic effect to develop competency based framework of world class excellence for skill development and quality assurance of personnel in the Telecom sector.
  • Narrow the existing gap between demand and supply of skills by increased collaboration between the three primary stakeholders i.e. HR, Industry and academia.
  • Up-skill and certify 45 Lacs personnel in 150 trades, train 24,000 trainers and to cover the whole country progressively over a period of 10 years by signing MOUs with around 200 industries.
  • Facilitate Training the Trainer.
  • Develop necessary frameworks for standards, curriculum and quality assurance at all levels in vocational / technical programs to meet the needs of the industry.
  • Participate in regional and international vocational telecom sector development initiatives. www.tsscindia.com

TSSC is managed by a Governing Body consisting of 17 members, comprising 3 members each from leading Telecom Service Providers & Handset Segment, 2 members from leading players in Network & Managed Services Segment and one member each from Telecom Passive Infra Segment, COAI, ICA, TCOE, NSDC, TAIPA, AUSPI, Government, Academia, and TSSC(CEO).

What is Aegis Knowledge Trust and how it is associated with TSSC:

  • Aegis Knowledge Trust is non-profit trust. It is one of the affiliated training providers as per the TSSC official Affiliation Protocol and Assessment guidelines.
  • Aegis Knowledge Trust runs Aegis School of Business & Telecommunication established in 2002 with Airtel's support to develop the telecom leaders in India. It is based out of Mumbai. www.aegis.edu.in
  • Aegis will be delivering the training online through mUniversity platform and on campus training based on the NOS aligned curriculum.

What is the PMKY Scheme?

PMKVY Scheme has been formulated to encourage skill development for youth by providing monetary rewards for successful completion of approved training programs. It aims to

  • Increase productivity of the existing workforce and align the training and certification to the needs of the country.
  • Provide Monetary Awards for Skill Certification to boost employability and productivity of youth by incentivizing them for skill trainings.
  • Reward candidates undergoing skill training by authorized institutions at an average monetary reward of Rs.10, 000 (Rupees Ten Thousand) per candidate.

What is the Monetary Reward for certification?

  • Upon successful assessment, the candidate will be issued a certificate as well as a monetary reward of Rs.10000 per candidate (Service and other sectors applicable to TSSC, NSQF level 3&4).
  • The monetary reward will be wholly funded by Government of India, and will be affected through direct bank transfer to the beneficiaries' accounts.

Job Roles and Eligibility Criteria:

  • Customer Care Executive (Call Centre): Should be a 10+2 or equivalent or Graduate in any stream
  • Sales Executive (Broadband): Should be a Graduate in any stream or MBA in sales
  • Customer Care Executive (Relationship Centre): Should be a 10+2 or equivalent or Graduate in any stream
  • Field Sales Executive (FSE): Should be a 10+2 or equivalent or Graduate in any stream
  • Optical Fiber Splicer: Should be with minimum Class VIII qualified or ITI/ Diploma/ Bachelor in Technology (any field)
  • Optical Fiber Technician: Should be with minimum Class VIII qualified or ITI/ Diploma/ Bachelor in Technology (any field)
  • Distributor Sales Representative: Should be a Graduate in any stream or MBA in sales
  • Customer Care Executive (Repair Centre): Should be a 10+2 or equivalent or Graduate in any stream
  • In-Store Promoter: Should be a 10+2 or equivalent or Graduate in any stream
  • Handset Repair Engineer (Level II): Should be a 10+2 / ITI / Diploma / Certification in repairing services, Bachelor in Technology (Electronics, Computer Science, IT and related field)
  • Tower Technician: Should be a 10+2 and/or ITI Diploma in Electrical/Mechanical Graduate

TSSC Course Duration:

The duration is for about 30 days including breaks.


All candidates will have to appear for assessment exams conducted by TSSC appointed agencies. Candidates will receive certificate after successful completion of the exam.
